A Middleborough shop the Fire Department trusts with the equipment that shows up when it matters

MIDDLEBOROUGH — There is a particular sound a diesel shop makes on a weekday morning, and if you have spent any time in the truck business you can read it the way a doctor reads a chest. Air tools in short bursts. The sigh of a brake system charging. Somebody calling a part number across a bay. Walk into Fleet Maintenance at 188 East Grove Street and that is what you hear, and underneath it you notice something else — a floor you could set a coffee cup down on, tools where tools belong, and parts racked and labeled rather than piled.

Most people in this town, myself included — have driven past this area a thousand times without a second thought. Most people also assume that when a fire engine rolls out of the station, it simply works. Those two facts are more closely related than you would guess.

For a few days recently, the largest piece of apparatus the Middleborough Fire Department owns was not in a station. Tower 3 — the department’s 102-foot rear-mount aerial tower, a 2009 KME carrying a 2,000-gallon-per-minute pump, a 300-gallon tank and a platform at the tip of the ladder — was at East Grove Street, at Fleet Maintenance, being put back together.

It is worth understanding what that means physically. Tower 3 rides on tandem rear axles because a single axle will not carry it. When fully loaded, Tower 3 is something close to 80,000 pounds of steel, hydraulics, water, fuel and gear – and one of the largest vehicles operating anywhere in this town. It is also, by a wide margin, probably the most complicated.

The problem was the power take-off — the PTO, in shop shorthand — the assembly that pulls power off the truck’s driveline and sends it somewhere other than the wheels. On an apparatus like Tower 3, that “somewhere else” is the pump. It is the mechanism that turns a truck into a firefighting machine once the truck stops moving. The repair included installation of a new drop box, the gear case that routes that power where it needs to go. This is not a brake job. It is heavy driveline work on a purpose-built vehicle, and there are not many shops in southeastern Massachusetts a fire chief would hand it to.

The shop also expertly balanced the drive shafts, and that detail is worth pausing on, because it is exactly the kind of step a lesser shop skips.

Two reasons it matters. The first is that a drive shaft turning even slightly out of balance does not simply vibrate — it hammers. Every rotation sends a load pulse into the universal joints, the carrier bearings, the seals and, critically, into the brand-new drop box that was just installed. An unbalanced shaft is a slow-motion demolition of the very repair you paid for. Balancing is what turns a fix into a fix that lasts, and on a piece of apparatus that has to serve the town for many more years, that is not a detail. That is the whole point.

The second reason is that on this truck, the driveline does two jobs, not one. It moves forty tons down the road, and then it drives the pump. When crews are supplying lines or feeding a master stream from the platform, that shaft may spin under load for hours at a stretch — sustained, stationary, unforgiving duty that a delivery van’s driveline never sees. Imbalance under those conditions builds heat and fatigue in components that absolutely cannot fail while water is moving. And at the other end of the job, a shaft letting go at speed under 80,000 pounds of apparatus is a catastrophe of a different order. Balancing is a safety operation dressed up as a technical one.

Owner Ron Grace gave me a tour of the facility. I did not arrive with an opinion to defend, but I did arrive knowing what a good, smooth-running shop looks like. I spent years in this industry as a sales manager for NAPA and have walked through several hundred shops. I also own a boat with two diesel engines, which teaches you the same lesson from the paying end. You develop an eye. You learn within about ninety seconds whether an operation is disciplined or merely busy. The first step through the door at Ron’s place confirmed what the shop’s reputation had already suggested: this is a well-run operation.

The tells are everywhere once you know to look for them. The place is neat, orderly and well-supplied — and “well-supplied” is not a compliment about tidiness, it is a compliment about judgment. Inventory on the shelf is capital sitting still, and shops that carry it are shops that have decided a customer’s downtime costs more than their own carrying cost. That is a philosophy, not an accident.

Grace has built the operation out accordingly. He runs a multi-area storage facility, which is how a shop stops telling customers the part is three days out. He has hydraulic hose-making capability in house — meaning a machine that goes down on a Tuesday morning gets a hose built on site rather than ordered, shipped and waited on. He runs advanced diagnostic systems, the electronic side of a trade that is now as much software as steel. And there is, so far as I could tell, a tool for every job in the building — not the improvised, close-enough tooling you find in weaker shops, but the right one, hanging where somebody can find it.

The company’s own account of itself matches what I saw. Fleet Maintenance describes itself as an independently owned diesel repair shop and parts store, “Perfecting Diesel Mechanics Since 1998,” run by a team with over 45 years of experience and offering accurate, fast and honest service on any make and model piece of equipment. The shop says its status as an insurance-approved facility ensures its technicians meet the highest industry standards, and it identifies itself as a certified CAT engine dealer and an Autocar Truck dealer with the stated goal of being an industry leader. Its posted service list runs from full preventive maintenance and check-over through air and disc brake service, transmission service and replacement, diagnostics with all-factory scanning capability, aftertreatment, hydraulics and hydraulic systems, complete engine rebuild or replacement, cooling systems, electrical work, and tire replacement and balancing.

On Friday morning I stopped by to ask Interim Fire Chief Dana Fontaine what he thought of the result. He was pleased, and said it was good to have one of the town’s biggest apparatus back in service and better than it was before — a plain-spoken endorsement of the work done on East Grove Street.

He put the practical case in two sentences. Having the apparatus back helps the department “to have quick response times,” Interim Chief Fontaine said. And it creates an “opportunity for the newer guys to train on fully operational equipment.”

Read that second one again, because it is the part civilians tend to skip. A truck that is down is not just a truck that cannot respond. It is a truck that cannot teach. Every hour a young firefighter does not spend on functioning equipment is an hour of proficiency deferred to a night when the tones drop and there is no time to learn anything. And on an aerial tower, proficiency is not optional. Setting outriggers, reading a building, placing a 102-foot ladder — those are perishable skills that cannot be learned from a truck sitting on jack stands.

Here is where this becomes a taxpayer story rather than a nice story about a local business.

Money is so tightly in focus in Middleborough right now that this repair did not come out of a routine maintenance line. It came through an emergency funding request, which the Finance Committee approved earlier this year. I sit on that committee, and readers are entitled to know it before they read another word — I was part of the body that authorized this money, and I am now reporting on what it bought.

That is precisely why the outcome matters. Emergency requests are the least comfortable money a town spends. They arrive outside the budget cycle, they are argued under time pressure, and they consume reserves that exist for the next unforeseen thing. A committee approving one is making a bet that the alternative — a critical apparatus out of service, or premature replacement — costs more. Residents rarely get to see how those bets turn out.

This one turned out well. Apparatus is among the largest capital commitments a town makes; a modern aerial tower is a seven-figure conversation and then some. Every year of reliable service squeezed out of a 2009 truck is a year the town does not have to have that conversation. Competent, correct repair work is not an expense line. It is the cheapest capital planning available.

And that work has to be right the first time. A transmission failure on a delivery van means a bad afternoon. A pump that will not engage at a working structure fire means something else entirely. When the Fire Department entrusts life-safety equipment to a private shop, it is making a judgment about that shop’s character as much as its capability.

Ron Grace has spent decades in this town building the kind of reputation that makes that judgment easy. His neighbors have been voting on it with their own vehicles for years. The Fire Department has now voted the same way, with considerably higher stakes.

I intend to go back and write about Fleet Maintenance in full — the whole operation, the range of what they do, the people in those bays. It deserves its own piece.

But the short version fits on a business card. Somewhere on East Grove Street, a Middleborough man and his crew fixed the town’s fire truck, and they fixed it right. When the tones drop, that truck rolls. That is a good week for Middleborough.
